New description:

 I've tried to look for a solution to this issue besides setting the
 scaling on Win. 10 to 100 %. For some reason, when I close a chat window,
 the next time a new chat window is opened, it will be larger in size. I've
 attached a picture illustrating this point.
 I've tried to set the prefs.xml file in %appdata%/.purple to write-only in
