Comment:

 This request is best implemented as a plugin.  Currently we as Pidgin
 developers are not interested in implementing it.  This ticket remains
 open as an invitation for someone to write a plugin fulfilling the
 request.[[BR]]The closest option in XMPP is
 https://xmpp.org/extensions/xep-0372.html but that's only to mention one
 user, and isn't accepted as a standard.  To do an @all/@here/@everyone
 mention system would be possible in a plugin (eg, the Discord plugin does
 it)
