Hi David.  That sounds good to me.  We have a little document on our
wiki that outlines some of the steps for translating Pidgin:

It doesn't sound like anyone else is working on a Mari translation.
The next step should be to just start work on translating!  We use
standard .po files.  When you're ready, just submit your translated
.po to our ticket tracker: http://developer.pidgin.im/simpleticket
