msgfmt errors on some translations

One of our pre-release steps is to run 'msgfmt -cv $language' when we commit
translations.  I decided to run this on all translations to see what it would
turn up.  Only these languages turned up problems:

argument 1 are not the same
ar.po:12869: format specifications in 'msgid_plural' and 'msgstr[0]' for
argument 2 are not the same
ar.po:13442: format specifications in 'msgid_plural' and 'msgstr[0]' for
argument 2 are not the same
msgfmt: found 27 fatal errors
3207 translated messages, 597 fuzzy translations, 245 untranslated messages.

3 translated messages, 3 fuzzy translations, 4043 untranslated messages.

If the translators responsible for these languages could fix these problems,
we'd greatly appreciate it.  Yes, I realize three of these translations are
horribly unmaintained, so those will probably never get fixed.
