Pidgin is string frozen!

We're officially going to start allowing the use of Transifex for
translating Pidgin.

If you don't want to use Transifex, you don't need to do anything
differently.

If you want to use Transifex, please let me and/or Mark know your
transifex.net username and we'll create a translation team for you.

If you language has more than one official Pidgin translator, please
check with your co-translator(s) first. The decision to opt-in to
Transifex is per language code.
