Eliminate minor typographical differences between our version of the GPL
and the one at http://www.gnu.org/licenses/old-licenses/gpl-2.0.txt

This also changes two reference of "GNU Library General Public License"
to "GNU Lesser General Public License."  I feel that change is minor and
typographical, and not significant.  I don't know why that difference
existed... I thought the GPLv2 always referred to the LGPL as "lesser"
and not "library."  But I don't think we're allowed to change the content
of this document and still refer to it as "the GPL" because the content
is copyright the Free Software Foundation.
