There is an installer for the latest GTK+ release (2.10.11) in the
pidgin sf.net downloads section:
http://sourceforge.net/project/showfiles.php?group_id=235

The gtk installer is built from the binaries that Tor distributes on
the GTK+ website.
The "source" for the installer is also available from the above link.
