Configurable tabs behaviour (expanded vs. fixed width).

I very much prefer patches be submitted at http://developer.pidgin.im so
that we can comment, assign, and otherwise track them. :)

That said, I don't think we need a pref for this. I think a better
approach would be to fix GTK+ so that it can limit the tab sizes
appropriately when not using full-window-width tabs. Basically, for
sizing, I think it should calculate the size required to show all tabs
with full text. If that'll fit, it's done. If not, then then any tabs
greater than their even share of the space should be scaled down evenly
to the point where everything will fit. I'm not a GTK+ developer, so
this idea may not be 100% on, but if this was fixed in GTK+, we wouldn't
need to use full-width tabs at all.
