I don't think you can set the application window icons from the gtkrc
file, at least not in the way you probably meant. If the application
happens to use a stock icon *as* the application icon then you would
likely be able to override the correct stock icon and have it work but you
are not likely to be able to use a gtkrc file to specify per-window
application window icons.
