You have installed the Purple Plugin Pack version 1.0 and loaded the Buddy List
Options plugin.  If you have a notification area in your panel, right-click
Pidgin's icon and select Plugins.  Find Buddy List Options and click Configure.
 Uncheck the box that says "Hide the menu in the buddy list window."

If you do not have a notification area for Pidgin's tray icon to appear in, you
may need to edit prefs.xml by hand while Pidgin is not running to disable
loading of the plugin the next time you start Pidgin.

This bug has been known and fixed for quite some time.  We at the Guifications
project have released Purple Plugin Pack 2.0.0, which contains the fixed version
of this plugin.
