But the person in the bug report might very well not be.  I'm thinking
of bug 414 in particular, but other similar cases have happened in our
history.


*shrugs* I suspect you are correct though.  

Ethan will probably say that this is a problem solvable by spamprobe.
We'll see.  I dislike both routes.
