It would be best implemented as a property of each account during account
setup, and could be defaulted based on protocol to whatever that protocol's
standard maximum message length is.  For example, if this 'Twitter' used
XMPP you would have to manually tell Pidgin the 140 limit still because
that's not normal for XMPP.  Then when composing a message, when you hit the
limit, a message could appear inbetween the conversation and the message
composition areas (to the right of the 'Font' and 'Insert'  buttons.  A
message could also appear there for network-specific messages like AOL's
rate limit or warning level crap.  There could also be a global preference
on whether the user always wants to see how many characters remain, which I
would find annoying, or just have a message appear (and pidgin refuse
further keystrokes) when the limit is reached.

Devels:  Do any IM transport protocols support the server sending this info
to the client upon connection?

I am using Pidgin to send messages to Twitter, and there's that pesky 140
char limit...
