Missing tickets on Trac

Andrea Visinoni spake unto us the following wisdom:

They aren't "missing", they simply aren't assigned to the next
milestone.  We have been rolling tickets from milestone to milestone
for quite some time.  This doesn't seem to be working too well, and
isn't particularly helpful for tracking, so we're looking for a new
plan.

For now, those tickets which we don't actually intend to fix for 2.4.2
will remain unassigned to a milestone.

Perhaps we need more milestones like the "patches welcome" milestone,
for various other dispositions -- what do people think about that?
