This exists, in the form of the `purple-send` (and `purple-remote`)
applications, which use D-Bus to talk to a running Pidgin instance.

The interface is kind of unclear, though: purple-send makes you use
Pidgin's D-Bus API directly, which is a bit unpleasant.  As you say, it
would be easy to make a pidgin-client tool as you describe providing a
nicer interface to some of the functionality; perhaps you'd like to
contribute it!
