Updating Trac to 0.11

In the absence of additional feedback, I'd like to plan the upgrade to 0.11.1.

The whole process shouldn't take more than an hour or so (during which
the trac instance will likely be up and down a number of times) and we
can (relatively) easily move back to 0.10 if there are unprecedented
issues.

My current thought is to do this on Sunday afternoon.

I'm planning to keep the test instance around for easy testing of any
additional tweaks we may want to make.
