msn-pecan 0.0.17 released

Hi,

Not much in this release, except support to send custom emoticons,
thanks to Devid Antonio. Some other minor improvements and fixes.

Also, announcing three new projects:

So, the current msn-pecan will eventually become libmsn-pecan +
purple-msn-pecan.

Also, there's some talks about a collaboration with libmsn[1], which
recently was updated for MSNP15 and will be used in Kopete. For more
