This would be a Gtk+ thing.  Right now GTK+ supports control-shift-u
followed by the hex sequence for a given unicode glyph.  Thus the u with
umlaut or "combining diaresis" (which is apparently the technical name
for umlaut) is control-shift-u then fc: ü

I know that isn't as convient or simple as you are describing but it
works now without modification to the software.
