OSCAR offline messaging

As of 2.4.0, we can send messages to offline AIM contacts which are  
stored serverside and sent when that contact connects.  However,  
oscar_offline_message() still only returns true for ICQ contacts.   
Should it just return YES in all circumstances, or is there more to  
knowing if an OSCAR contact can be sent an offline message?
