Encoding bug in Windows version (ICQ)

I thought so. But this is working on Linux without any problems (2.4 as
well as 2.3.x) and worked before on 2.3.x as well. The 1st occurrence
was with installing of 2.4. Like I mentioned, I'm still not complete
sure what causes this error messages. Hopefully I'll find next days
more time for checking it and give a feedback to list.
