Reading the descriptions again, it still looks like "Phase2" (3-6.5
years post release) is lesser than "Phase1" support.  It looks like they
are more liberal in applying updates in "Phase1" than in "Phase2."

It also seems to me that 7 years is a long time to be supporting a GTK
release.
