changing default instalation language

Why are you trying to circumvent locale settings?  Fixing your locale
is probably the correct answer to this problem.

I don't exactly understand your complaint, but you can only use locale
settings which are listed by 'locale -a'.  Perhaps the locale you are
trying to use is not supported on your machine.
