Pidgin for Windows Build Instructions problem.

hi all,
i was setting the environment for writing a plugin in windows
following the instructions given at this webpage-
http://developer.pidgin.im/wiki/BuildingWinPidgin  i used Build
environment fetcher to do this.....untill the 'Build pidgin' part
everything was fine, but then when i tried to

Run this:


$ make -f Makefile.mingw install

its showed some error.

error:

make:Makefile.mingw: No such file or directory
make:*** No rule to make target 'Makefile.mingw'.   Stop


Since i m writing a plugin which use signals (receiving chat signal),
i wanted to know how to code it .But the page for it "Signal how to"
is incomplete.....can anyone tell me where else can i get the
information?
