It's possible.  You'd basically need a stub UI that did nothing but run the glib
main loop and a few other necessary tasks.

Not currently.  Normally when we hear talk of a headless UI, it's people wanting
 a libpurple daemon that they can connect to from anywhere with Pidgin or Finch.
