As far as I'm concerned both of these ideas are well within the realm of
reasonable SoC projects for pidgin.
I think of the two I would in many ways rather see the transport project
succeed as I think there is less embedded competition in that space and
more to be gained by high quality work in that area. (Not that I
personally use XMPP transports at all, but that's not the point.)
I think toolkit choice is less and less likely to be a major issue for
most people and I think the various Qt clients are established well enough
at this point that getting a newly created libpurple client far enough
along to be a useful option is going to involve a significantly larger
amount of work than getting a useful transport is going to require.
