Implementation of VP8/WebM in XMPP video chat

On the official WebM webpage(http://www.webmproject.org/code/specs/rtp/)
they say: "This document is a working draft proposal for a VP8
RTP<http://en.wikipedia.org/wiki/Real-time_Transport_Protocol>
(Real-time
Transport Protocol) payload format."
Does that mean that we have to wait for Google to finish the payload specs
for WebM?
