Plans for Pidgin 2.7.7

There have been at least two or three quick releases to fix bugs on
the just released version of pidgin. I think it worth thinking about
changing a little our release process or find a better way to test our
builds before releasing.

Maybe not-allowing changes in code at all during the String Freeze,
except for bug-fixes (and just bug fixes) that we are sure will not
cause any more damage. I know some of you don't like it but a
pre-release build could be a solution.

And I like the plan.
