There haven't been any changes related to dbus on Windows.

I'm not sure if there is a technical problem or not, I haven't ever
tried to get it working.  Windows DBus is apparently known to work in
some situations (whether or not it'll work for how Pidgin uses dbus
remains to be seen).

Sure you can help!  Patches are always welcome.
