Questions about Google Summer of Code 2012

Hi!
I am a graduate student from China, and I am interested in Pidgin Google
Summer of Code projects of this year, particularly in emoticon cache. I
already have some basic ideas. I got two questions:

   1. Is it OK for me to just discuss the ideas in this mailing list now?
   Or should I present my thoughts more formally  in application?
   2. Is there any specific requirement for participating in emoticon cache?
