Even though I'm not the ideal person to do this review, in the interest of
being able to move forward, I've made some progress (and commented on the
ticket with an issue that needs to be resolved):

I will complete the rest of the review in the next couple weeks and
hopefully we can get any issues resolved and this committed.

Sorry this has been so long, but it's a matter of resources.
