OpenSSL 3.0 and Pidgin

It is (according to the FSF's interpretation) GPL-3 compatible, but 
GPL-2 incompatible. As long as we are able and willing to go GPL-3, at 
least for those people who distribute binaries with the OpenSSL-linked 
bits, that should be okay.
