possible issue with windows download on sourceforge

The windows download on sourceforge is reported by windows to be corrupted or have an invalid certificate, and it will not let me install.

Is there an issue with the file? (Bad? Compromised?) Or is it an expired certificate?

Encountered on IE 11 / Windows 8.1. attempted from multiple mirrors.
