The "Highlight" plugin in the plugin pack (http://plugin-pack.pidgin.im)
will do something like this.

I don't know that we necessarily know the status for these users, perhaps
someone more familiar with xmpp conferences can confirm this.  That said,
the current API doesn't provide a way to do this.
