Pidgin 2.4.0 and offline messages

It seems like this might somehow be related to the build of GTK we're shipping
with the Windows version of Pidgin 2.4.0.  See
http://developer.pidgin.im/ticket/4965

Maybe the build of GTK doesn't have support for UCS-2BE or something?
