Here's the answer I was given when I asked the exact same question 11/27:

"It's mostly a bug.  Pidgin changes your ICQ privacy setting on your behalf,
probably when your status changes, because it's trying to keep you visible or
invisible, which depends on what your privacy setting is set to."
