Taskbar Flashing

I was going to ask if this was an issue. Yes, new mail notifications
WILL cause that issue. Though, at least for as long as I can remember,
that will NEVER cause pidgin's Buddy List to actually open in the
background. IE - If I have pidgin minimized to tray, that is, no buddy
list window actually open, it won't open and flash in the task bar.
ONLY if the buddy list is already open will I see that behavior.
