Windows 9x isn't going to match those instructions directly because it

This is the "global" file.

You wouldn't have one unless you created it.

You *can* use the existing gtkrc file, but they would get lost if GTK+
was ever reinstalled.
You should create a new ".gtkrc-2.0" file to avoid your changes getting lost.

".purple" is the configuration directory - ".purple\gtkrc-2.0" is the
pidgin-specific file.

Right, that is "%APPDATA%\.purple".
