If it is very popular in China, there ought to be a lot of people in
China willing to re-reverse engineer QQ and update Pidgin's support.
You should probably address your request to that community, as Pidgin is
basically updated by volunteers, and volunteers tend to work on aspects
that benefit them personally.

That is also a big problem. If they do not publish a detailed
description of how to interface third party clients with the service,
this information has to be obtained by reverse engineering the protocol,
which needs to be done by someone with an account for the service.
If there is such documentation, it is likely to be in Chinese, limiting
the number of the primary developers who will be able to understand it.
I don't know this is the case for QQ, but proprietary instant messaging
services often make their money by having their clients display
advertising. If it is true for QQ, its operators may want to make it
difficult for third party clients to be used.

All in all, this is a problem that needs to be addressed within the QQ
and Pidgin using communities in China. I don't know what mailing lists
and forums exist for open source developers in China, but addressing
your request to those places is the most likely way to get quick results.

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
