I agree with Javier.
Personnaly I would also add that I prefer to use a 5%-localized
software (especially if these 5% are the main interface) than a 100%
English one. And I believe that many other non-English speakers (for
what I know, majority of Japanese and French people) will never try a
100% English software. So I don't agree with this >50% system.
Furthermore, it gives no chance to minor languages (with few
contributors).
