While it is true that the comments aren't numbered until they are
referenced (which is strange) the #comment:18 link should put the linked
location as close to the top of the window as is possible without
scrolling down below the bottom of the page. For any reasonably sized
window that will be good enough here.
Web pages can use CSS to indicate the targeted section if they so chose
I'm not sure browsers should do it.
