Pidgin on Terminal Server without Smileys

Hi Support,
We are running pidgin on our terminal servers at customer locations. We
need to disable possibility for the users to disable the (custom)
smileys function and usage. I know that the user itself can change this
setting. But that is not what the customer wants. He wants us to
disable it as an administrator for all users. In a way the users cannot
change them / or the setting. Is there a way to achieve that. (Registry
or something else?) Thanks.
