The screen shot shows an empty buddies window on what appears to be the 
default Windows Vista wallpaper.

The pull down list at the bottom appears to be showing "busy" circling 
dots and is labelled with "Available - Connecting".

There is no debug window content and no indication of which service it 
is trying to connect to, both of which the reporter needs to supply to 
stand much chance of progressing this.  At the moment, one would have to 
assume network connectivity (e.g. corporate firewall dropping packets) 
or DNS problems, the latter possibly due to a broken DNS relay in an 
ADSL (etc.) router.

A good description of the screen would have been better than a 
screenshot, but for future reference, the best way of getting shot of 
this screen is to use Alt-PrintScrn, paste into paint brush, and save in 
PNG format.
