Users being grayed out without being idle

It happens to randomly; no accounts in particular. Idle method for all
accounts:

Report: Based on keyboard or mouse usage
Minutes before idle: 5
Set status to: Away

The clock means "Away" not idle. The status icon (and the rest of then
entry) gets dimmed on idle. So "Available" and idle is perfectly
reasonable.

Is it always the same people?

What idle reporting method do those people have selected in pidgin? Is it
'From last sent message' by any chance?
