Thank you for bringing up this issue: 

I have had this same problem. We tried the message notification plug-in a few months ago.  It does not work when we have a Chat from Google Chat back.
I was just wondering if any one had another solution.  We are also absorbed with other projects but we could like to be interrupted to reach our users.

To Whom It May Concern (To Whomever May Know the Answer):
                I use Pidgin from a library reference desk. Consequently, we keep the computer's sound turned off, and thus are not audibly notified when receiving incoming chats. Is there a way to make the minimized chat window pop up whenever there is an incoming chat? I have been able to make the window pop up when no other windows are open by unselecting 'Show IMs and chats in tabbed windows' under preferences, but when anything else is open, the chat tab on the toolbar flashes, but does not pop up. Absorbed in other projects, I have missed several chats; if possible, it would be great to make the chat screen pop up over whatever else I am working on. Does anyone know how to do this? Thanks!

The "Message Notification" plugin (which is distributed with Pidgin)
should be able to do what you're looking for.
