Pidgin doesn't have names and passwords, although it may, optionally,
store those for the service that you are using.
In this case, I seem to remember that the National Weather Service runs
its own instant message service, in which case you need to contact the
administrators for that service.

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
