Send Files issue with MSN Recipient

I am running latest version of Pidgin for Windows --- I am trying to send
files to my buddies on MSN --  but the transfer says waiting but my
recipient never see's a message to accept the transfer - also they cannot
send to me,  I don't see them trying to send a file.

 

Attached is a print screen of the settings,  should I have to adjust these
?   Great product by the way --
