How Do I Send SMS Messages Using My ICQ Account ?

There is a 3rd possibility that the number used to send the messages is
blocked, this is particularly likely if the number you are sending to is a
North American number as American/Canadian networks don't like messages from
automated sources which can't be tracked back to an individual.
