2.10.7 Win7 GTK Issue

The odd thing is that it seems to fail with an error under Win XP but
the same installer completes under Win 7 and then gives a missing dll
message on trying to run Pidgin. It's almost as if the installer is
ignoring the return code from whatever tries to install the downloaded
gtk+ on one OS but not the other.
