It would be substantially easier to add OTR support to an existing
Android IM client.

Gtk+ 3 has support for rendering to HTML; I don't know if it would be
reasonable to use a Gtk3 app via the Android browser or not.  We do
not currently support Gtk3, but we will at some point in the future.
