Using pidgin with ICQ

I have pidgin VER : Pidgin 2.10.7

Can i use this as ICQ client ?

I have tested with/without encryption , do not use/use client login and
many other setting , but i can't connect to ICQ server .

Is there any specific setting for that ? or it cannot connect to ICQ at all
.

I asked this question from ICQ help center ,  but they didn't answer yet.
