Try checking the connection settings for the ICQ account. You can do this from Pidgin's Accounts window. Modify the account in question. Switch to the Advanced tab. The server should be slogin.icq.com, port should be 5190, connection security should be "Use encryption if available," and "use clientLogin" should be checked.
